Aretera is delighted to announce that Constantin-Alexandru Manda has joined our Southeast European practice as Senior Energy & Defence Associate for Romania.
Alexandru is an attorney-at-law and strategic projects consultant, with established expertise in energy, natural resources, foreign direct investment and international security. His professional trajectory sits at the intersection of the public sector, private sector and civil society. As a former Advisor to Romania’s Minister of Energy (2023–2024), he led the development and adoption of Romania’s legislative framework for offshore wind energy.
His public sector experience also includes advisory roles within the Prime Minister’s Chancellery (2023) and the Ministry of Research, Innovation and Digitalization (2023). He has also built substantial experience as a consultant for international financial institutions, as well as the Founder and President of the AGORA Center for Democracy, a Romanian policy hub promoting data-driven and dialogue-based public policies.
