Dagmar has over 15 years of extensive and in-depth experience in public policy making in the academic and healthcare sectors and over five years of experience in international consulting organizations, advising leading healthcare clients on a range of policy mandates. She has gained additional experience in the management of health institutions, as well as in advisory bodies to the European Commission. Dagmar has also authored numerous publications in leading peer review journals and book chapters, addressing issues of health policy making, corruption in the healthcare sector, sustainable development and gender leadership.

Dagmar holds a PhD and MA degrees in political science from the University of North Texas, and BA degrees in economics and political science from Southern Methodist University in Dallas, Texas.
