Polish Government Presents Ambitious Economic & Investment Program
2025 Economic Plan to Prioritize Energy, Infrastructure,
Logistics & Deregulation

Polish Prime Minister Donald Tusk has announced his government’s highly anticipated economic and investment program. Aiming to mobilize at least PLN 650 billion (€156 billion) in public and private investment, the program is based on six investment pillars (science and research, energy transition, modern technologies, port development and railway modernization, a dynamic capital market and business support and collaboration). According to Prime Minister Donald Tusk, Poland’s ambition is not to catch up with leading Western economies but to overtake them, with a strong focus on green energy, logistics and artificial intelligence.

Poland’s business community has welcomed Prime Minister Tusk’s announcement. Recognizing the current political challenges (including the inability to pass certain pieces of legislation due to opposition from the incumbent President Andrzej Duda), the government has prioritized deregulation measures that do not require legislative changes. Tusk’s cabinet considers deregulation a priority not only for Poland but the whole of the EU as the country currently holds the European bloc's rotating Presidency. Accordingly, the Polish PM has invited business leaders to submit deregulation proposals, and has appointed Rafał Brzoska, an influential Polish entrepreneur, to lead this initiative.

Looking ahead, a practical manifestation of the government's willingness to engage in dialogue with the business sector is the planned establishment of an Economic Council, which will include entrepreneurs working on a detailed development strategy. Combined with the planned deregulation drive, this move signals a commitment to collaborative policy-making and deeper cooperation between the public and private sectors.
