Jan Havlík

Jan is an EU affairs, Government and Public Affairs specialist with particular emphasis on EU Single Market, competitiveness, digital policy, decarbonization and ESG. With over 17 years’ experience mainly in managerial functions in the civil service, Jan has extensive knowledge and a solid network of high-level contacts both in Prague and in the EU.

Jan is used to international and cross-cultural environments and is an experienced negotiator, having negotiated the EU Digital Services Act and, during the Czech Presidency of the EU, closed the deal on the Carbon Border Adjustment Mechanism, part of the European Green Deal. Jan worked for seven years as Director for the EU and Internal Market at the Czech Ministry of Industry and Trade as well as for five years as Head of Section at the Czech Permanent Representation to the EU. Jan has also worked for the Bellona Foundation in Oslo, Norway and, early in his career, as assistant to Member of the European Parliament and former Czech Minister of Foreign Affairs Josef Zieleniec, as well as one of the coordinators of the Czech Presidency of the EU in 2009 at the Ministry of Environment.

Jan holds Master degrees in EU affairs from the Charles university, Prague and the Université de la Sorbonne Nouvelle, Paris. He teaches EU negotiations at the Charles University. Jan is frequently invited as speaker to various high-level events, including to the Harvard University European conference in 2023. He has translated several books on political science and has been an active advocate of EU integration in the Czechia. Jan speaks Czech, English, French and German and communicates in Norwegian, Spanish and Italian.
