Yağmur Fırat

Yağmur is a senior public policy professional, specializing in strategic program management and innovation policy. With more than 9 years of experience from the public, private and non-profit sectors, she has led innovation-driven programs, coordinated multi-stakeholder initiatives and supported regulatory and policy alignment efforts. Her expertise combines technical program management with strategic stakeholder engagement across national and international platforms.
Prior to joining Aretera, Yağmur worked at Türkiye’s Technology Development Foundation (TTGV), where she led key strategic innovation initiatives and public-private partnerships. In this role, she developed and managed strategy-focused commissions, ensured policy alignment between public and private sectors and contributed to international cooperation efforts through the Association for Technology Implementation in Europe (TAFTIE). Her previous work at the METU Technopolis Management focused on ICT clusters and cross-border business development under the Enterprise Europe Network (EEN) and UR-GE programs supported by Türkiye’s Ministry of Trade. Yağmur also holds substantial experience in clinical research project management, regulatory affairs and stakeholder management due to her previous roles at ICON Plc and MyCRO Ltd.
Yağmur holds an MBA from Hacettepe University, focusing on Management and Organization, and a Bachelor’s degree in Philosophy from the Middle East Technical University (METU). Her thought leadership is reflected through several policy-oriented publications about agricultural innovation, education technologies, financing high-tech enterprises, and qualified human capital in the tech sector.
