Key Takeaways from Albania's Parliamentary Elections
PM secures fourth consecutive mandate amid declining turnout & new political alternatives

May 13, 2025
Prime Minister Edi Rama's Socialist Party (PS) has secured a commanding victory in Albania's parliamentary elections, winning more than 52% of the popular vote and at least 82 seats in the 140-seat parliament. In doing so, Rama has secured his fourth consecutive term as head of government. The main opposition Democratic Party (PD-ASHM)’s coalition finished a distant second with 34%, while no other formation reached more than 4% of the vote.

With turnout declining to 42.2%, international observers have raised concerns about administrative resource misuse and media concentration, while acknowledging the election's overall free and competitive nature. Rama's upcoming fourth term cements the Socialist Party's political dominance and signals continued alignment with EU standards. At the same time, the emergence of new grassroots political movements suggests potential future shifts in Albania’s traditional power structures as they begin to attract reform-minded voters disillusioned with establishment politics.

For international investors, Rama’s commanding victory also means a reaffirmed focus on Albania’s objective to join the European bloc, which comes after the EU’s recent opening of talks with Tirana on the internal market cluster. While the government aims to close accession talks by 2027 and achieve full EU membership by 2030, domestic and international observers have raised concerns about the feasibility of this timeline. The government is also expected to focus on infrastructure and tourism development, as well as preserving the country’s current economic direction.
